Looking back to the year 2000 - who would have thought it:

This is an institution which, in just five years, has lost a First Minister through a financial scandal, a Labour MSP who was jailed for wilful fire-raising, a Liberal Democrat MSP who resigned after claiming travel expenses when he was out of the country and now a Conservative leader who had a love affair with taxis.

And they say only one in ten gets caught.
