Parliament uses Enron-style accounting

Holyrood.com is reporting that Green MSP Mark Ballard has criticised Finance Minister Tom McCabe after McCabe revealed a previously unknown holding account held with the Treasury.

Ballard said that McCabe’s revelation made a mockery of the entire budget process, especially given that the Executive and previous Finance Minister Andy Kerr had given commitments to identify the source of funding for any new initiatives.

Ballard said: “Tom McCabe has admitted he keeps a sum of money with the Treasury outside the budget process. How can we have a transparent budget process when the minister can keep a sum of money on account and not include it in the budget.”

What is even more surprising, McCabe didn’t even know how much lolly was in the account.
