What happened to the speech that Jack McConnell made on St. Andrew’s Day in 2003. Our hapless first minster in his speech promised to put culture at the heart of Scottish life.

Meanwhile the Scottish Arts Council, now very curiously run by the ex-Bishop of Edinburgh, the Right Reverend Richard Holloway seems to be living in a box. What about the calamity of the collapse of Scottish Opera, which is now ‘dark’ and won’t be running any proper shows until next spring.

The Scottish Executive set up a Culture Commission at the not too shabby £60,000 level to report the crisis in artistic life in Scotland. After 12 months’ work the commission’s report has not been published and rejected by the Scottish Parliament because it doesn’t like any of its findings. So that dribbles more money down the drain.
