Council covering up bullying?

Over at PiltonSucks.com they have a rather disturbing article on how the council is turning a blind eye to bullying in, of all places, the Muirhouse Social Work Department.  The site is calling for an investigation.

We have been told through informed sources that at least two cases of bullying at the Muirhouse Social Work Centre are currently or should be under investigation. Our reliable informant tells us that the bully has been practicing this behaviour for some time and has been getting away with it.

Surely this is not what we expect from the Social Work Department who have failed infants and other susceptable members of the community.  Surely their own staff are not the ones to sue them next, are they?
