Safety! What Safety?

Well it seems that the licensing department of the Council are throwing safety which the council to the gutter in allowing new-fangled rickshaws to transport the citizens around the city at weekends and possibly enhance the queque at the Royal Infirmary on those busy weekend nights.

Black cab drivers, and Private Hire drivers have to undergo police checks. There is a restriction on the numbers of plates, and controls over quality standards.  Anyone working in a community centre must have checks to make sure they are OK to be with children. 

Meanwhile Miller Genuine Draft are free to put possible death traps on the street at weekends which advertise boozing, with no testing of drivers and presumably no licence fee paid to the council. 

Who takes the blame if one of these is driven by a rapist, murderer, paedophone or just a bad or dangerous driver and the unthinkable happens?
