Craigmillar Childcare Services (CCS) have been the focus of information down in the East of the city for the last few weeks with disgraced ex-councillor Paul Nolan (the self-confessed waster of millions) shouting loud and proud that he as Chair of their board does a really, really good job.
Most of the problems that CCS have is proving to the funding bodies who pay them £677,309.00 annually (according to the Office of the Scottish Charity Regulator) to run four after school clubs and a nursery with less than ten kids. To do all this they get the aforementioned £677,309.00 of public money and employ between 28 and 32 staff depending on when Paul Nolan is speaking and to which audience.
In the three years they have been running they have ran up huge debts both within and outwith the community. They even bounced a cheque on a local asian businessman who was supplying their nursery with milk.
Last month Director of Children and Families Roy “on my way out” Jobson sent one of their funding bodies the following letter:

I am advised that the Funding Panel will be meeting on Tuesday, 16th February and it will consider a submission from Craigmillar Childcare Limited. The Council has been, and remains supportive of the need for good quality childcare in the area and appreciates the provision that has been provided to date. I would, however, like to bring to your attention some concerns that the Director of Finance has made me aware of regarding the company.
The Director of Finance has examined the accounts for the years ended 31st March, 2005 and 31st March, 2006 and has expressed concerns about the current financial position of Craigmillar Childcare Limited. He has noted that the company has shown losses of £59,000 and £105,000 in these years and that the accumulated losses left the company in a position where its liabilities exceeded its assets as at 31st March, 2006. He is also aware that during the current year the Company has continued to experience serious cash flow problems. Should an award of funding be made to deliver services in the coming year and I am concerned that funds awarded may be at risk from creditors of the company and therefore put in jeopardy the delivery of services in the coming year.
I would urge members of the Funding Panel to seek evidence as to the solvency of the Company and its ability to continue to trade at the required levels for the whole of next year prior to any decision on funding is put in place. This would significantly reduce the risk to the provision of childcare provision in the area in the coming year.

EdSucks had a freelance journalist make a call to the poverty industry’s favourite Accountant, Peter Mulholland, and ask him some questions:
We first asked him if he knew that CCS was insolvent when he did their annual accounts for the past couple of years. “Yes” he replied. “They were insolvent but were working to try and get out of it.” The journo then asked him if he noted that in their accounts. Again he replied “Yes”. However, financial sources who have viewed the accounts and at the accountant’s statement have questioned the wording used by Mr. Mulholland.
To find out exactly what the statement said, we contacted the Craigmillar Partnership who funds CCS and asked for the accounts under the Freedom of Information Act, we were told that the Partnership that there were no accounts in their files, although there should have been.
It is worth noting that according to Companies House, their accounts are now overdue putting them in further legal difficulties and quick hop over to the Office of the Scottish Charity Regulator again shows dismal reading, their latest annual report is overdue.
So now these power-hungry, self-absorbed liars who run CCS, Paul Nolan, his wife Kate Nolan and his cousin Patsy King are abusing the honest, decent hardworking parents in the Craigmillar area but giving them on-again-off-again childcare the same as they did last year when their electricity was being cut off almost on a monthly basis because they didn’t have any shillings. Of course this treatment on the children is nothing short of abusive.
Questions must also be asked of the Children & Families link officer Derek Welsh. He has been an advisor to the board for yeras according to minutes so how come he let this go on and on and on and on and on and on. He should be fired immediately and someone with competence installed as soon as possible. He is obviously either one of them, or too stupid to have the responsibility.
